The Palimpsest of Sovereignty

On arrival

Walk into the centre of Piazza dell'Unità d'Italia and stand halfway between the central flagpole and the Fountain of the Four Continents, facing the Palazzo della Prefettura and Town Hall.

Look closer

The upper loggia of the Palazzo della Prefettura decorated with Murano glass mosaics displaying Savoy crosses over altered Austrian emblems, the 1875 Town Hall with its bronze bell-strikers, and the flat bronze-and-steel memorial plaque embedded flush into the stone paving.

Physical damnatio memoriae and the theatrical staging of state sovereignty and racial persecution.

Look up at the upper loggia of the Palazzo della Prefettura, designed by Viennese architect Emil Artmann and finished in 1905. The glittering Murano glass mosaics seem timeless, but examine the crests: after 1918, the original Austro-Hungarian double-headed eagles were chiseled out and replaced with the Savoy crosses of the Italian royal house. Yet along the side facade on Via San Carlo, the original Austrian geometric patterns remain untouched. This vast expanse opening to the sea has served as the staging ground for modern political upheaval. In July 1914, the coffins of the assassinated Archduke Franz Ferdinand and his wife Sophie were carried ashore here. In November 1918, Italian troops landed to terminate five centuries of Habsburg dominion. And on 18 September 1938, Benito Mussolini stood on a raised podium before City Hall, addressing 100,000 people to publicly announce the Italian Racial Laws. A discreet bronze-and-steel plaque embedded flush into the paving stones marks the exact spot of that speech.
